Event Liability Disclaimer
In consideration of being allowed to register for, and participate in, an event, activity, or experience Nori Kon (“Event”), I hereby waive, release from liability, assume all risks, and covenant not to sue the Minnesota Junbi, or their respective members, board members, or volunteers for any expense, loss, damage, personal injury (including loss of life, disability, or serious harm), property damage or theft, negligence, or actions (each, a “Loss”) resulting from or arising in connection with my travel to, attendance at, or participation in the Event and any related activities unless said Loss is caused by the sole, gross negligence of Minnesota Junbi. I agree that this waiver and release shall bind me and my personal representatives, shall be enforceable to the fullest and broadest extent of the law, and, if any portion is held invalid, the remainder should continue in full legal force and effect. I am an adult, and/or parent or guardian on behalf of the minor, of sound mind and capable of entering into this waiver. I have read its terms and fully understand and agree to the provisions herein. I agree that this waiver shall be governed by and construed in accordance with the local laws of the State of Minnesota and enforced only in courts in the State of Minnesota.
I understand and am aware that my participation in the Event involves risk, including, but not limited to, travel, physical activity, locales where public health and safety may be at risk, or activities that involve risk that I create for others or others may create for me. These risks may lead to a Loss, and I nonetheless choose to participate in the Event. I am also aware that there are risks that I may not have considered, yet I waive my right to any claims that may occur from these unconsidered risks, and I choose to participate in the Event. I acknowledge that no promises, representations, or affirmations of fact were made to me by Minnesota Junbi or its representatives concerning the safety or danger associated with traveling to the Event or participating in any activity or interaction related to or associated with the Event.
I agree to indemnify and hold harmless the Indemnified Parties from any loss, liability, damages, or costs the Indemnified Parties may incur, whether caused by negligence, active or passive, or otherwise, in connection with my participation in the Event.
Policy
Help us keep Nori Kon safe and fun for everyone.
All Policies and Codes of Conduct apply to:
All convention spaces (panels, gaming halls, exhibit areas, screenings, workshops, concerts, meetups)
Off-site events officially affiliated with the convention
Online spaces connected to the convention (Discord, social media, forums)
Hotel and venue spaces used by attendees
This policy applies to everyone — including attendees, industry guests, influencers, vendors, artists, volunteers, security, and staff.
Code of Conduct
Respect your fellow attendees and staff members. Be polite and courteous to others.
No real weapons **swords - live steel needs to be tied and in the sheath at all times**. No projectile of any kind, including airsofts, BB guns, crossbow, etc.
For the safety of all attendees and staff, fighting of any kind is not permitted. This includes simulated combat, sparring, or play fighting. We maintain a zero-tolerance policy for behavior that endangers others. If you are observed engaging in physical combat, you will be required to leave the premises immediately.
Sleeping in the hallways on convention space is not allowed
Misuse of any property of convention space may result in permanent expulsion and/or confiscation
Report all injuries, theft, or property damage to staff immediately. Do not attempt to intervene or resolve disputes yourself. Let our hotel security or staff handle the situation to ensure a safe environment for everyone.
Any actions that may impede traffic, cause safety or hazardous concerns, or interfere with the event, follow the staff members’ directions
Consumption of alcohol by minors is strictly prohibited. Any individual hosting a room party or serving alcohol in a private function space must verify the age of all attendees and guests with a valid, government-issued photo ID. Facilitating or providing alcohol to minors will result in the immediate revocation of their Nori Kon badge, a permanent ban from all future events, and referral to local law enforcement for criminal prosecution. All alcohol involved will be confiscated by staff.
All attendees are guests of the host hotel and must abide by all venue-specific policies. Respectful and courteous interactions with hotel employees and staff is mandatory. Any harassment, verbal abuse, or failure to follow the instructions of hotel personnel may result in the immediate revocation of your convention badge and removal from the premises.
All attendees, staff, and vendors must comply with all local, state, and federal laws. Engaging in illegal activity is strictly prohibited. Any individual found participating in unlawful behavior will have their badge revoked immediately, be permanently banned from the event, and may be referred to local law enforcement for criminal prosecution.
All attendees under the age of 18 have a curfew ordinance. Please follow the local policies 145A.05 Local Ordinances and Ordinance 16.
All attendees are entitled to a safe and inclusive environment. We maintain a zero-tolerance policy for harassment, including physical assault, verbal threats, bullying, or any form of discriminatory conduct. This includes, but is not limited to, slurs or acts of hatred based on race, religion, ethnicity, national origin, sexual orientation, gender identity, or disability.
Attendees must adhere to public decency standards. Prohibited behavior includes the use of profanity, obscene conduct, and indecent exposure (including of nipples or genitals). Furthermore, non-consensual recording is strictly forbidden; this includes recording in private spaces such as bathrooms or sleeping quarters, as well as the capture of intimate images (e.g., 'upskirting'). Violators will be subject to immediate badge revocation, permanent removal from the event, and referral to law enforcement.
Only service animals may accompany their handler in accordance with local and federal law. Please leave your pets at home. Nori Kon does not allow pets at the conventions. As reference: Disability MN Service Animal
Prohibited Conduct
Disruptive behavior, including but not limited to:
Running.
Screaming, shouting, or yelling.
Horseplay or rowdiness.
Unsolicited physical contact.
Defacing or damaging Nori Kon, hotel, and nearby properties.
Discrimination and/or harassment of any kind to anyone.
Obstructing the flow of foot traffic within the convention area.
Selling goods and/or services is prohibited, except for authorized exhibitors in the Dealers' Room and Artists' Alley
Alcohol consumption and smoking (including the use of vaping devices) outside of designated areas provided by the hotel.
Theft, assault, drug use, and any other illegal activities.
Photo Best Practices
At Nori Kon we would emphasize consent, safety, and respecting others.
You must obtain explicit verbal permission before taking a photo or video of any cosplayer. If a cosplayer declines, respect their decision immediately and move on. Do not attempt to argue or persuade. Wearing a cosplay is not an invitation to be photographed. Cosplay is not consent.
All attendees must respect the personal space and physical boundaries of cosplayers. Explicit verbal consent is required before initiating any physical contact. This policy applies to the cosplayers themselves, as well as their costumes, props, and accessories. If consent is not clearly given or is explicitly denied, contact is strictly prohibited.

Do not wave your prop around for safety precautions
Do not point your prop weapon at anyone, no exceptions
Be careful moving big props
Props must be safe and non-messy
At the photobooths, be respectful with other attendee’s time. If there’s a line to use the Photo Booth/area, please limit your photos/poses
Don’t claim spaces/reserve spaces. First come first serve
Don’t overstay your time
Don’t move backdrops
Note: Nori Kon may use photos/videos of attendees for promotional/advertising purposes
Social Media Code of Conduct
Do not post pictures, videos, or comments that constitute or could be construed as unlawful behavior
Do not knowingly and purposely post false information about Nori Kon members, attendees, vendors, and guests This also includes disparagement of fictitious character or computer generated likeness that resembles the above.
Keep pictures, videos, or comments clean and do not defame, abuse, harass, stalk, threaten or violate the privacy of others.
Do not create accounts that claim to be ‘Official’ representative of convention
Keep in mind that on the internet does not mean you are anonymous or without consequences
Do not release identifying information about a particular individual/group on the internet, especially with malicious intent (also known as doxxing).
Doxxing, harassment campaigns, or online targeting tied to convention activity may result in badge revocation.
Anti-Harassment/Bullying Code of Conduct
Nori Kon will not tolerate harassment or discrimination of any kind. A confirmed complaint of harassment and discrimination will result in warnings and/or bans. Any individual that reports discrimination or harassment of any kind (e.g. sexual, racial, verbal, physical, religious, disability, gender, or personal) will be taken seriously and protected from retaliation.

Unwelcome verbal comments about appearance, cosplay accuracy, race, gender, sexuality, or disability
Sexual comments, jokes, or advances
Deliberate intimidation, stalking, or following
Inappropriate physical contact
Recording or photographing someone without consent in private or sensitive situations
Guidelines of what Sexual Harassment is:
Unwanted sexual attention
Touching without explicit consent
Harassing someone in line, in elevators, or in hotel spaces
Sexual comments toward cosplayers (e.g., "You wore it, so you should expect it")
Guidelines of what Discrimination is:
Racist, sexist, homophobic, transphobic, ableist, or xenophobic remarks
Displaying hate symbols or extremist imagery
Harassment based on religion or nationality
Guidelines of what bullying is:
Repeated targeting of an individual
Mocking someone's cosplay, body, voice, skill level, or fandom knowledge
Gatekeeping ("You're not a real fan unless…")
Excluding or humiliating others in public spaces or gaming events
Guidelines of what Disruptive Conduct is:
Aggressive behavior during tournaments
Throwing controllers, damaging equipment
Yelling slurs or insults in competitive gaming spaces
Intentionally sabotaging panels or events
If you witnessed or experience harassment; below are the instructions on How to Report:
Speak with a staff member
Visit the Safety Desk (location posted on maps and/or ask staff member to lead you to the desk)
Inform what happened to the staff member
You may report anonymously if desired.
What Happens Next?
Staff will listen without judgment
Immediate safety concerns will be addressed first
Staff members will record and write reports, which will be handled discreetly and respectfully
Retaliation against someone who reports misconduct is strictly prohibited
Staff will check in and verify what you will need, whether it’s water, contacting the emergency contact, or a presence. Do not feel pressured to say yes or no, the staff is here for you.
